Ms Indranee Rajah is the Minister in the Prime Minister’s Office. She is also Second Minister for Finance, and Second Minister for National Development.

Ms Rajah is the Leader of the House for the 14^th Parliament. She has been the Member of Parliament for the Tanjong Pagar Group Representation Constituency (GRC) since 2001.

She was in practice as a lawyer and Senior Counsel before joining the Government.

Under her law portfolio from 2012 – 2018, she co-chaired the Committees on Family Justice, the formation of the Singapore International Commercial Court as well as the Committee to Strengthen Singapore as an International Centre for Debt Restructuring. She also co-chaired the Penal Code Review Committee whose recommendations led to major amendments of the Penal Code, including greater protections of women and the vulnerable.

In her first tour of the Education Ministry from 2012 - 2015, she led the Applied Study in Polytechnics and ITE Review (ASPIRE) Committee resulting in SkillsFuture, a national movement to align education with economic demand, career guidance and lifelong learning. In the second stint from 2018 - 2020, Ms Rajah chaired UPLIFT – the “Uplifting Pupils in Life and Inspiring Families Taskforce”, an inter-agency team convened in 2018 to strengthen support for students from disadvantaged families.

Under her finance portfolio, Ms Rajah co-chaired the Working Group on Legal and Accounting Services, a sub-committee of the 2016 Committee on the Future Economy, the recommendations of which are aimed at transforming the legal and accounting industries in Singapore and catalysing the internationalisation of such professional services. She oversees infrastructure Asia, the Singapore government platform that connects infrastructure demand and supply in the region.

In the Prime Minister’s Office, Ms Rajah oversees the National Population and Talent Division and assists Senior Minister Teo Chee Hean on population matters.

Born in Jakarta on August 28, 1956, Siti Nurbaya obtained her PhD in Environmental Science in 1998 from a joint program between Bogor Agricultural University and Siegen University, Germany.

She began her career as a civil servant at Lampung Provincial Government in 1981 and a few years later was appointed as Deputy Head of Provincial Development Planning Board. In 1998, she was transferred to Jakarta, assigned as Director of Planning Bureau of the Ministry of Home Affairs, and in 2001 promoted to Secretary General of the Ministry. Subsequently, she became one of the first Indonesian senators, for the period of 2006 to 2009. In October 2014, H.E. President Jokowi appointed her to join the current Government Cabinet, to serve as the Minister for Environment and Forestry – MoEF. MoEF is a newly consolidated portfolio from the previous Ministry of Forestry and Ministry of Environment, which includes more than 17,800 civil servants. MoEF also serves as the national focal point for climate change issues.

Siti Nurbaya has been active in domestic and overseas meetings, seminars, and talk shows encompassing a wide spectrum of subjects such as bureaucracy, nationality, politics, democracy, parliament, political economy, regional autonomy, women empowerment, environmental and natural resources management, geo-science, and geographic information systems.

David serves as Chief Executive Officer of Verra where he oversees all aspects of the organisation, including ensuring the financial and operational health of the organisation and that the organisation’s certification programs meet high-quality integrity and transparency standards. David works to ensure that the standards Verra identifies, develops, and manages can be used by the private sector, countries, and civil society to achieve increasingly ambitious climate and sustainable development goals. David works closely with the Verra Board of Directors to chart the future course of the organization and also spearheads outreach to government, business, and environmental leaders around the world.

Paul Bodnar, Managing Director, is Global Head of Sustainable Investing at BlackRock. Paul’s team drives BlackRock’s leadership in sustainable investing through the development of cutting-edge climate and sustainability research and integration of these insights throughout BlackRock's suite of investment solutions and Aladdin. 

Paul previously served as Chief Strategy Officer at RMI, a global non-profit working to accelerate the clean energy transition. While at RMI, he founded the Center for Climate-Aligned Finance to support some of the world’s largest financial institutions transition to net-zero emissions portfolios. He also helped establish the Mission Possible Partnership to orchestrate net-zero sector transformation platforms for seven global industries.

Prior to this, Paul served in the Obama White House as Special Assistant to the President and Senior Director for Energy and Climate Change at the National Security Council. He was a key architect of the Obama Administration's international climate policies culminating in the Paris Agreement, including the U.S.-China climate deal of 2014. Additionally, Paul has served at the State Department as U.S. lead negotiator for climate finance and led the design of numerous initiatives including the Global Innovation Lab for Climate Finance and the U.S.-Africa Clean Energy Finance Initiative.

Earlier in his career, Paul was Director for Carbon Finance at the $1.2 billion carbon fund managed by London-based Climate Change Capital, where he structured the fund's largest deals. He was also co-founder and partner at Vertis Environmental Finance, now one of Europe’s leading environmental commodity brokerage firms.

Paul holds a BA from Stanford and an MA from Harvard, both in international relations.

Mark Carney is currently the UN Special Envoy for Climate Action and Finance and Co-Chair for the Glasgow Finance Alliance for Net Zero, a practitioner-led coalition working to increase the financial sector’s ambition on climate change and accelerate the transition to a net-zero economy. Mark is a member of the Arnhold Distinguished Fellowship Program Board within Conservation International.

Mark was previously Governor of the Bank of England (from 2013 to 2020), and Governor of the Bank of Canada (from 2008 to 2013). Internationally, Mark was Chair of the Financial Stability Board (from 2011 to 2018). He chaired the Global Economy Meeting and Economic Consultative Committee of the Bank for International Settlements (from 2018-2020) and was First Vice-Chair of the European Systemic Risk Board (from 2013-2020). Mark is also an external member of Stripe’s Board, a global technology company building economic infrastructure for the internet.

He is Chair of Brookfield Asset Management and Chair of the Chatham House Panel of Senior Advisers. Mark is a member of the Global Advisory Board of PIMCO, the Group of Thirty, the Foundation Board of the World Economic Forum, as well as the boards of Bloomberg Philanthropies, the Peterson Institute for International Economics, The Hoffman Institute for Global Business and Society at INSEAD and Senior Counselor to Macro Advisory Partners.

Mark was born in Fort Smith, Northwest Territories, Canada in 1965. After growing up in Edmonton, Alberta, he obtained a bachelor degree in Economics from Harvard and a masters and doctorate Degrees in Economics from Oxford. After a thirteen-year career with Goldman Sachs, Mark was appointed Deputy Governor of the Bank of Canada in 2003. In 2004, he became Senior Associate Deputy Minister of Finance. He held this position until his appointment as Governor of the Bank of Canada in February 2008.

Eu-Lin leads the Sustainability & Climate Change practice across PwC Singapore, drives the PwC Asia Pac Centre for Sustainability Excellence based in Singapore and is a member of global sustainability leadership teams at PwC. She is also PwC’s Asia Pac Sustainable Finance Leader. Prior to assuming the Sustainability & Climate Change practice head role at PwC Singapore in 2016, she was a financial services specialist partner. She supports organisations in the real economy and financial sector across a range of sustainability priorities which include decarbonisation, climate an nature risk, reporting, assurance, sustainable supply chains, social, and financial services.

Eu-Lin graduated with a Masters in Public Administration from Harvard Kennedy School, Harvard University and is an alumnus of Harvard Business School. As a practicing Singapore Chartered Accountant, she believes that accountants can play an important role in fighting climate change and advancing sustainability in business and in the community.

She serves on a board and a committee under the Ministry of Sustainability and Environment, and serves on the ACRA-SGX Regco Sustainability Reporting Advisory Committee and MAS Corporate Governance Advisory Committee. She is the Chairman of the Institute of Singapore Chartered Accountants Sustainability Committee which supports in capacity building, technical review of sustainability reporting standards and engaging the accounting community on emerging sustainability issues. She also serves on boards of education and healthcare institutes in the public sector.

Laurence D. Fink is Chairman and Chief Executive Officer of BlackRock. BlackRock’s purpose is to help more and more people experience financial well-being. He serves on the Board of Trustees of NYU and the World Economic Forum, and is Co-Chairman of the NYU Langone Medical Center Board of Trustees. In addition, he serves on the boards of the Museum of Modern Art, the Council on Foreign Relations and the International Rescue Committee. He also serves on the Advisory Board of the Tsinghua University School of Economics and Management and the Executive Committee of the Partnership for New York City.

Mr. Garcia Mora is responsible for all IFC operations in the Asia and Pacific region, including operationalizing IFC’s COVID-19 crisis response, building a strong upstream pipeline rooted in country strategies and fostering more collaboration opportunities with a range of key stakeholders for broader impact.

Previously, he was the Global Director for the Finance Competitiveness and Innovation Global Practice at the World Bank Group (WBG) where he led WBG’s work on financial stability and integrity; financial infrastructure, inclusion and access; long-term finance and capital markets; and crisis and disaster risk finance across all regions.

Since joining WBG in 2013, Mr. Garcia Mora has led different regional responsibilities as Manager and Director, advising governments, supervisors and regulators on projects related to financial-sector development, access to finance, banking crises, capital markets and financial regulation. He also worked in the private sector for over 12 years, including as Partner-Managing Director at Analistas Financieros Internacionales Consulting Group.

Mr. Garcia Mora holds a PhD in Economics from the Universidad Autonoma de Madrid and a Master of Finance from the Catholic University of Leuven. He also served as a visiting PhD student at Boston University.

Renat is a pioneer and social entrepreneur in the field of sustainability, climate change and renewable energies, where he is engaged since 1999. As a founding partner and CEO of South Pole, he coordinated the set-up of the company's global sustainability finance business. Before founding South Pole, Renat was co-founder and CEO of the myclimate foundation, one of the world's first players on the voluntary carbon markets.

Renat has been elected "Social Entrepreneur of Switzerland" by the World Economic Forum's Schwab Foundation, and he serves as a member of the Expert Network of the WEF. He is a member of the Innovation Council of InnoSuisse, board member of Climate-KIC, Board member of M-Power, and member of the advisory board of Impact HUB Zurich.

Renat holds a Masters degree in environmental sciences from the Swiss Federal Institute of Technology and has completed executive education programs at INSEAD and the Harvard Kennedy School (HKS).

Dr Steve Howard is Vice Chairman, Sustainability, Temasek. He first joined Temasek as Chief Sustainability Officer in January 2021. Steve is a leading authority on climate change, sustainable business, and sustainable investment. He is a serial social entrepreneur and has led or co-led the establishment of many high-impact organisations and initiatives over three decades. Steve is passionate about tackling climate change and inequality and using business and finance as a force for good. He is a sought-after speaker and has given two TED Talks. He has advised leaders across international business, government and intergovernmental organisations.

Steve is a board member of GenZero, which he helped establish, and chairs the Investment Committee. He is also a founding board and investment committee member of the Temasek-BlackRock joint venture, Decarbonization Partners. In addition, Steve is Founding Chair of the We Mean Business Coalition which he co-founded in 2015, a leading climate change and business coalition which helped secure the Paris Climate Agreement.  He is a member of LeapFrog’s Global Leadership Council and chair of their climate advisory board. He is also chair of Tilt Collective, a global initiative promoting plant-rich food systems which he established in 2023.   

Before joining Temasek, Steve was Chief Sustainability Officer at IKEA Group and served on IKEA’s Executive Group Management from 2011 to 2017 where he launched their agenda-setting People and Planet Positive strategy.  Prior to IKEA, Steve was Founder and CEO of The Climate Group, a global NGO where he launched Climate Week NYC and established networks of cities, states, regions, and businesses committed to a net-zero carbon world. Before the Climate Group, Steve consulted on sustainability working as a partner at ERM and a Director at URS. He was, until recently, on the Administrative Board of SEforALL. He previously co-chaired the WEF Global Future Council on Environmental Security and chaired the Global Agenda Council on climate change.

Earlier in his career, Steve worked in WWF, where he established the Global Forest and Trade Network, chaired the UK Forest Stewardship Council and helped launch and chair The Forest Trust. Steve is trained as an ecologist and has a PhD in Ecophysiology and Environmental Physics based on research on agroforestry systems in Kenya. He is a keen runner and recently ran a marathon a day for six days.

Mr Rajeev Kannan is the Managing Executive Officer and Co-Head of the Asia Pacific Division Sumitomo Mitsui Banking Corporation (SMBC) based in Singapore.

Mr Kannan’s banking career spans over 27 years where he held various leadership roles in Asia with global, regional and product responsibilities – including in corporate and investment banking, structured finance, principal investments and infrastructure and energy finance. Part of his deep experience includes a four-year appointment in the Global Structured Finance business at SMBC’s Tokyo Head Office. Prior to his current role, Mr Kannan most recently served as the Deputy Head of Asia Pacific Division and General Manager, Corporate Banking, Asia Pacific Division at SMBC.

He sits on the Board for Clifford Capital Group of companies, Pierfront Capital Pte Ltd, Fullerton India Credit Company Limited and ESR Cayman Limited. As a passionate advocate for sustainability and green finance, he also serves as a member of the Advisory Board for Singapore Green Finance Centre as well as ASEAN Hub Steering Group Member for Sustainable Development Investment Partnership, a joint initiative of OECD and World Economic Forum.

Mr Kannan holds a Master’s degree in Management from the Birla Institute of Technology & Science and was conferred the Singapore Institute of Banking and Finance Distinguished Fellow Award in 2019.

Radha Kuppalli is Managing Director, Impact and Advocacy, at New Forests, advancing the company’s sustainability strategy and vision. New Forests manages AUD 7.7 billion in assets across 1.2 million hectares of sustainable forest plantations, carbon projects, conservation areas and agriculture across the Asia-Pacific region and the United States.

Radha’s 20-year career has been focused on driving capital markets toward investing in climate change solutions and sustainable development, including working in global carbon markets since 2001. Radha is a director of the Board of New Forests and member of the company’s Executive Committee and all Investment Committees. She has been with New Forests since 2006 and previously lead capital raising and client relations and founded the company’s US investment business. She is also a Non-Executive Director of Timberlink Australia and a Non-Executive Director of Greening Australia.

Radha has an MBA and a Master’s degree in Environmental Management from Yale University.

Mikkel Larsen is the Chief Executive Officer of Climate Impact X (CIX), a global marketplace, auctions house and exchange for trusted carbon credits based in Singapore. He is responsible for developing and executing CIX’s vision to scale carbon markets through transparency and integrity; as well as build trust for and bring to market the next wave of impactful carbon credit solutions.

Mikkel was one of the early pioneers of the international Taskforce on Nature-related Financial Disclosures (TNFD) and of Singapore’s Emerging Stronger Taskforce, a public-private partnership to develop a more carbon-conscious society. Prior to his current role, he was the Group Chief Sustainability Officer and chair of the Sustainability Council at DBS Bank. He has also held leadership positions at UBS, Citigroup and KPMG in Europe.

Mikkel is involved in numerous international and Singaporean sustainability-related councils and committees. These include: the Integrity Council for the Voluntary Carbon Market; World Business Council for Sustainable Development (WBCSD) and Natural Climate Solutions Alliance (NCS Alliance); and World Wildlife Fund Advisory Council (Singapore), amongst others.

Mikkel is passionate about wildlife, animal rights and nature conservation. He is a frequent speaker on sustainability related topics including green finance and voluntary carbon markets and has authored publications in these fields.

Kyung-Ah is Chief Sustainability Officer at Temasek. She is responsible for advancing Temasek's sustainability strategy to climate resilient, net zero portfolio and to enable nature positive and inclusive growth. She also oversees the integration of ESG across Temasek's global portfolio, including new investments and engagements with portfolio companies to deliver long-term sustainable returns.

Kyung-Ah has over two decades of experience in the finance industry, the majority of which was dedicated to building and leading the global environmental markets initiatives at Goldman Sachs and advancing innovative finance solutions to address climate change. She was the head of Environmental Markets and Innovation and a member of the Sustainable Finance Steering Group. She joined Goldman Sachs in Mergers & Acquisitions and worked in Investment Banking in New York and Hong Kong. Prior to Goldman Sachs, she was at McKinsey in South Korea and South Africa.

Kyung-Ah has an MBA from Harvard Business School and a BA from Yonsei University in Korea. She serves on the board of ClimateWorks Foundation and is a non-executive board director of Clifford Capital Holdings. She is a Fellow of the 2023 class of the Finance Leaders Fellowship and a member of the Aspen Global Leadership Network.

Ms Png Chin Yee joined Temasek in July 2011 and is currently Chief Financial Officer. Her prior roles in Temasek include Head, Financial Services, Senior Managing Director, China and Senior Managing Director, Portfolio Strategy and Risk Group.

Prior to joining Temasek, Ms Png was Managing Director with UBS AG where she was Joint Head of the Financial Institutions Group in the Investment Bank for Asia.  

Ms Png holds a Bachelor of Accountancy with 1^st class honours from the Nanyang Technological University and is a Chartered Financial Analyst.

Kavita is a conservation and sustainability expert. As the Founder of Dragonfly Advisory she advises on climate solutions, nature conservation, sustainable agriculture and corporate sustainability.

She is a Board Member of the Integrity Council for Voluntary Carbon Markets (IC-VCM), TARA Climate, The Circulate Initiative, and TRAFFIC. She is a strategic advisor to Wollemi Capital on impact of climate investment.  

Kavita was the Founder CEO for Mandai Nature, a conservation organisation based in Singapore and working in Southeast Asia. She catalysed the Southeast Asia Climate and Nature-Based Solutions (SCeNE) Coalition.

Kavita was Global Conservation Director at WWF focusing on all aspects of conservation. As Executive Director of Grow Asia (a World Economic Forum initiative) and Global Head, Food Security Agenda at Syngenta, she led on sustainable and inclusive agriculture initiatives. She worked with SustainAbility and the World Resources Institute on corporate sustainability.

She has been on numerous councils including the Tropical Forest Alliance, Global Commons Alliance, World Economic Forum Global Agenda Council on Food Security and Nutrition, Volans, and SustainAbility Inc.

Dr Meghan Sharp is Global Head of Decarbonization Partners, a BlackRock and Temasek joint venture (JV) that invests in the next generation of innovative decarbonisation solutions and businesses to accelerate global efforts to achieve net-zero emissions by 2050. In this role, Dr Sharp is responsible for leading the overall vision and investment strategy for the venture and its funds. Dr Sharp also oversees deal origination, investment execution, and value creation for Decarbonization Partners' portfolio companies, and leads the global team to further develop its capabilities and global partnership network.

Previously, Dr Sharp was the Global Head of BP Ventures, BP's global corporate venture arm. During her leadership, the team made over 50 investments across the decarbonisation sector including advanced mobility, bio and low carbon products, power and storage, and carbon management. Dr Sharp has significant experience in venture capital investing and in the technology industry, including COO of Beyond Limits, a pioneering artificial intelligence company.

Dr Sharp holds a PhD in microbial genetics from the University of California, San Francisco, an MBA from Columbia University, and post-doctoral experience from the University of Chicago and the Carnegie Institute, Stanford.

Jeanne is the Green Finance Resource Lead at the Monetary Authority of Singapore. She is an active member of international sustainable finance platforms for central banks, financial supervisors and securities regulators such as the NGFS, IOSCO STF, SIF and BCBS TFCR. Jeanne is also a Senior Fellow at the SOAS University of London Centre for Sustainable Finance, which is part of the International Network for Sustainable Financial Policy Insights, Research and Exchange (INSPIRE) research network.

Between 2011 and 2020, Jeanne was Head of Asia Sustainable Finance at WWF Asia. Jeanne created and led WWF’s Asia Sustainable Finance Programme and was part of the Global Finance Practice leadership team which developed WWF’s global sustainable finance strategy. Jeanne helmed significant capacity building efforts and developed online learning tools for financial institutions across Asia. She worked with ASEAN banking supervisors to support the development of their sustainable banking guidelines. She has co-authored or contributed to 20 publications and policy reports in the area of sustainable finance and responsible investment. Prior to this, she worked 14 years in private equity and investment banking in London, New York, Stockholm and Singapore.

Jeanne holds a BA (Hons) and MA (Cantab) in Economics from the University of Cambridge.

Frederick is the CEO of GenZero. He oversees the strategic direction of the company to achieve both climate impact and sustainable long-term financial returns.

Prior to his appointment at GenZero, Frederick held various leadership positions in Sustainability, Portfolio Management and Business Continuity Management in his 12 years at Temasek International. As Managing Director of Sustainable Solutions, he established the team and conceived capability programmes in clean energy, urban, and climate and nature solutions. He led key initiatives such as the establishment of Climate Impact X, a global marketplace and exchange for carbon credits, as well as Singapore’s first brownfield distributed district cooling retrofit project in partnership with SP Group. He also worked on value creation projects with some of Temasek’s large portfolio companies like SingTel and Mediacorp, and led corporate governance and stewardship initiatives within the Portfolio Management team. Frederick also took the lead in several community programmes. In 2014, he partnered Temasek Foundation to execute a nationwide delivery of mask kits during a severe haze episode and worked with ST Engineering on the development of the world’s first N95 masks specifically designed for young children.

Frederick holds several sustainability advisory positions, including being a Member of the SEforALL Governance Board and World Economic Forum’s Global Future Council on Climate and Nature Governance. He is also a member on the Advisory Panel of the Centre for Liveable Cities which was established by Singapore’s Ministry of National Development and Ministry of Sustainability and Environment to create and share knowledge on sustainable cities.

Frederick holds a MSc in International Relations from the London School of Economics, and a BA and MA in Philosophy, Politics and Economics from Lincoln College, Oxford University.

Fiona has almost 25 years’ experience in sustainability and climate change issues at multinational oil and gas and resources companies, ranging from frontline operational management to corporate strategic development across a variety of countries and businesses. She is a leading international voice on how resource companies can manage climate-related risks and support a low carbon transition in line with the goals of the Paris Agreement.

Born in Liverpool, UK, she holds a degree and PhD in Chemistry from the University of Edinburgh. Her PhD focused on using coral skeletons as natural indicators of climate change. She began her career with oil and gas major BP, working for several years in various operational roles in upstream exploration, downstream refining businesses, and corporate policy development at BP's headquarters in London. In these roles, she gained extensive experience in carbon management, climate policy and low carbon business development.

She joined BHP in 2010 and was appointed to the role of Vice President, Sustainability and Climate Change in 2013. In this role, she leads the design and implementation of BHP’s climate change strategy, including activities in the areas of portfolio evaluation, operational and value chain decarbonisation, physical risk and adaptation, reporting and disclosure, and stakeholder engagement. She advises the Board and senior management on emerging climate change trends and represents BHP in engagements with international NGOs, academics, peers, industry associations, governments and investors.

In December 2015, Fiona was appointed to the Financial Stability Board’s Task Force on Climate-related Financial Disclosures, reporting to the G20, which provides the global benchmark for how financial and non-financial companies should disclose climate-related information to ensure financial risk can be better measured and managed. She also holds several Board positions, including Deputy Chair of the Global Carbon Capture and Storage Institute (GCCSI) and has represented BHP at the International Council of Mining and Metals.

Bill Winters is the Group Chief Executive of Standard Chartered PLC (since Jun ‘15). Standard Chartered is a UK headquartered, emerging markets focussed bank, with a presence in 59 markets across Asia, Africa and the Middle East.

Prior to joining Standard Chartered, Bill spent 26 years with JP Morgan and was Co-CEO of the Investment Bank (2004-2009). He has served as a committee member of the Independent Commission on Banking, established by the UK Govt (2010), and as an advisor to the Parliamentary Commission on Banking Standards. Bill also founded Renshaw Bay, a credit fund which he ran from 2011-2015.

Bill is deeply engaged in driving the climate finance agenda. Under his leadership, Standard Chartered chairs the Net Zero Banking Alliance. Bill chaired the Taskforce for Scaling Voluntary Carbon Markets, a global private-sector initiative that developed a roadmap to scale high-integrity carbon markets. Bill also co-Chairs the B20 Taskforce for Finance & Infrastructure, which has a special focus on unlocking finance for green infrastructure.

Bill is a Non-Executive Director of Novartis International AG. He was awarded a CBE in 2013 and holds an MBA from Wharton.
