Mr Cheng Wai Keung joined Temasek as a Director in September 2011, and was appointed Deputy Chairman since November 2013.

Mr Cheng is Chairman and Managing Director of Wing Tai Holdings Limited, which holds interests in the property, hospitality and retail sectors in the region. Mr Cheng also holds directorships on a number of companies. He is the Chairman of Singapore Health Services Pte Ltd, Vice Chairman of Singapore-Suzhou Township Development Pte Ltd and Director of  MOH Holdings Pte Ltd. Mr Cheng also sits on the Board of Supervisors of China-Singapore Suzhou Industrial Park Development Group Co., Ltd (People’s Republic of China).

Mr Cheng served as a director in various industries both locally and overseas. He chaired the boards of power and utilities, media and broadcasting companies, as well as multinational corporations engaged in global shipping and logistics, and international hospitality businesses.

Mr Cheng also served on many government bodies, including the Economic Development Board, Singapore Trade Development Board and Singapore Productivity and Standards Board. He also sat on national committees involved in automation, economic development, SME development, productivity improvement and land policy.

Away from his public sector contribution, Mr Cheng is active in community service through his involvement with grassroots organizations in nearly 30 years. He was Justice of The Peace appointed by the Singapore President from 2000 to 2020, and was awarded the Public Service Star (BBM) in 1987, the Public Service Star (Bar) (BBM-Lintang) in 1997 and the Distinguished Service Order (DUBC-Darjah Utama Bakti Cemerlang) in August 2007 by the Singapore Government in recognition of his service.

Mr Cheng was also awarded the Alumni Service Medal in 2006 in honour of his achievement in service to the University of Chicago, from which he graduated with Masters of Business Administration in 1973. He earned his Bachelor of Science degree from Indiana University in 1971.

Under her leadership, Ceres has been repeatedly named a top 100 women-led business in Massachusetts by Globe Magazine.

Prior to Ceres, Lubber served as a Regional Administrator at the U.S. Environmental Protection Agency under former President Bill Clinton. She also founded Green Century Capital Management and served as the director of the Massachusetts Public Interest Research Group (MASSPIRG).

Forging Pathways towards Fossil Fuel Freedom

Asia has grown tremendously within just a few generations with life expectancy in Asia-Pacific more than doubling, and per capita GDP rising nearly eighty-fold over a few generations. However, much of this growth has been fueled by fossil fuels, evidenced by a growth of in global greenhouse gas emissions share, which has surged from 15% to 52%. Besides Asia, fossil fuel dependency is also faced by other emerging markets and developing countries (EMDCs). Drawing from examples in both developed countries and EMDCs, panellists will discuss the varied pathways in transitioning economies towards long-term sustainable and equitable growth, highlight opportunities for cross-sharing best practices, and explore how various stakeholders in the public, private and philanthropic sectors can support and benefit from these pathways.

Tim Gould was appointed the Agency’s Chief Energy Economist in 2021. As Chief Energy Economist, he provides strategic advice on energy economics across a wide range of IEA activities and analysis. Mr Gould is also Head of the Division for Energy Supply and Investment Outlooks, in which capacity he co-leads the World Energy Outlook, the IEA’s flagship publication, and oversees the Agency’s work on investment and finance, including the World Energy Investment report.

Mr Gould joined the IEA in 2008, initially as a specialist on Russian and Caspian energy, and in recent years has designed and directed the World Energy Outlook together with the IEA’s Chief Energy Modeller while contributing to the Outlook as a principal author. Prior to joining the IEA, Mr Gould was Senior Advisor to the Secretary General of the Energy Charter and has ten years of experience in Eastern Europe, primarily in Ukraine. He graduated from Oxford University and has a post-graduate diploma from the School of Advanced International Studies of Johns Hopkins University

He previously served as a deputy director general of China’s National Center for Climate Change Strategy and International Cooperation, focusing on China’s low-carbon development strategy and policy, and also led international climate negotiations and collaboration as a key member of the Chinese climate negotiation team.

From 2009 to 2012, He served as the first China Country Director of the World Resources Institute, during which he led the institute in exploring projects in climate change, clean energy, and sustainable and livable cities.

Since 2017 when he was on board as the leader of Energy Foundation China, he has pursued in renewable development and energy efficiency improvement in China and Southeast Asia.

Prof. Zou holds a bachelor’s degree in Environmental Engineering and a master’s in Technical Economics, both from Tsinghua University, and a Ph.D. in Resources and Environmental Economics from Renmin University.

She also leads Temasek’s Sustainable Finance initiatives, including the setup of Pentagreen Capital, a JV with HSBC focused on debt financing for marginally bankable sustainable infrastructure projects, and Temasek’s participation in the Green Investments Partnership under MAS’ Financing Asia’s Transition Partnership (“FAST-P”), a Singapore blended finance initiative in collaboration with key public, private and philanthropic sector partners that aims to mobilise up to US$5 billion to de-risk and finance transition and marginally bankable green projects in Asia.

This work to enable corporate climate action is backstopped by two decades of experience working across leading global energy and natural resource companies, food systems, mobility, private equity and technology players.  He has led scale transformation efforts – including those to address the energy transition, corporate venturing, de-carbonisation, sustainability, and the venture innovation.

Dale has worked on multiple strategic associations in APAC and globally with the World Economic Forum and the World Business Council on Sustainable Development on sustainability efforts.

Her Excellency Razan Khalifa Al Mubarak is a United Arab Emirates native who for more than twenty years has supported her country’s efforts to realise a more sustainable future while spearheading progressive environmental protection, species conservation, and global climate action. She was elected President of the International Union for Conservation of Nature (IUCN), the global authority on the status of the natural world and the measures needed to safeguard it, in September 2021. She is the second woman to lead the organisation in its 75-year history and its first president from West Asia. Her Excellency Razan Al Mubarak is serving a two-year term as UN Climate Change High-Level Champion for the leadership team of COP28 Presidency.

Her diverse experience leading the Environment Agency – Abu Dhabi, the largest environmental regulatory agency in the Middle East, the Mohamed bin Zayed Species Conservation Fund, an international philanthropic organisation supporting species conservation projects worldwide, and Emirates Nature – WWF, an Emirates-based NGO focused on citizen engagement, and Chairwoman of International Center for Biosaline Agriculture (ICBA), earned her recognition as one of the top 100 Young Global Leaders by the World Economic Forum in 2018.

In 1996, he helped to establish the journal Environment and Development Economics, published by Cambridge University Press, whose purpose has been not only to publish original research at the interface of poverty and the environmental-resource base, but also to provide an opportunity to scholars in developing countries to publish their findings in an international journal. His publications include the Review he submitted to the UK Treasury in February 2021 under the title, The Economics of Biodiversity: The Dasgupta Review. He is a Fellow of the British Academy, Fellow of the Royal Society, Foreign Honorary Member of the American Academy of Arts and Sciences (1991), Foreign Associate of the US National Academy of Sciences (2001), Foreign Member of the American Philosophical Society (2005).

Richard Klapholz joined the company in May 2014 and has served as the company’s CEO since then. Richard joined Rivulis after a 20+ year career in Sales, Marketing & General Management.

Prior to Rivulis, Richard held several executive positions in the manufacturing and electronics industries. In his 16-year tenure at Orbotech (which later on became a KLA company), Richard served among others as the President of a highly profitable $300 million business unit, as the President of the company’s largest 600 employee distribution arm in Asia Pacific (based in Hong Kong), as the General Manager of the company’s Sales and Customer Service subsidiary in Taiwan (based in Taipei) and also as the Vice President of Customer Service of the company’s North American operations (based in Boston).

Since 2021, Rivulis has successfully transitioned to become a Temasek company with a strong focus on sustainability, and has also completed the merger with Jain’s International Irrigation Business. In the early ‘90’s, Richard earned a bachelor’s degree in Engineering from the Tel Aviv University and an MBA from INSEAD, Fontainebleau. He is also the proud author of a book on sales management and a book on customer service.

Robert Swan is the first person to have walked to both the North and South Poles. He is an explorer, a leader in energy innovation, and founder of the 2041 Foundation, a non-profit dedicated to preserve Antarctica as a natural reserve, land for science and peace.

On January 11, 1986, Robert and a team of three, ‘In the Footsteps of Scott’ arrived at the South Pole. Their 900-mile journey was the longest unassisted march in history.

Three years later, in 1989, Robert led, ‘Icewalk’, with a team of eight to the North Pole. By the age of 33, Robert had achieved his dream to walk to both the Poles.

During these two historic expeditions, Robert experienced firsthand the effects of climate change and environmental degradation. At the South Pole, his eyes changed color through damage due to the prolonged exposure of ultra-violet rays as he walked under the hole in the ozone layer. At the North Pole, his team nearly drowned because of the premature melting of the ocean ice. These two hard-hitting and unexpected incidents galvanised him to launch the mission, ‘2041’.

Robert received the Polar Medal and the title of the Officer of the British Empire (O.B.E) from Her Majesty, Queen Elizabeth II. His contributions to education, energy innovation and environmental action have been recognised by the United Nations through his appointment as UNEP Goodwill Ambassador for Youth, Special Envoy to the Director General of UNESCO and as a recipient of the UN Humanitarian Innovation Award. He is the co-author of four books and was a keynote speaker at all of the UN World Summits for Sustainable Development, the World Economic Forum and the Corporate Eco Forum.

In January of 2023, Robert completed his 37-year goal of crossing the Antarctic landmass on foot.

In this fireside chat, the importance of transforming energy systems for achieving net zero emissions and deploying innovative technologies to decarbonise challenging sectors will be discussed. Tim Gould was appointed the Agency’s Chief Energy Economist in 2021. As Chief Energy Economist, he provides strategic advice on energy economics across a wide range of IEA activities and analysis. Mr Gould is also Head of the Division for Energy Supply and Investment Outlooks, in which capacity he co-leads the World Energy Outlook, the IEA’s flagship publication, and oversees the Agency’s work on investment and finance, including the World Energy Investment report.

Prior to his appointment at GenZero, Frederick held various leadership positions in Sustainability, Portfolio Management and Business Continuity Management in his 12 years at Temasek International. As Managing Director of Sustainable Solutions, he established the team and conceived capability programmes in clean energy, urban, and climate and nature solutions. Frederick also took the lead in several community programmes. In 2014, he partnered Temasek Foundation to execute a nationwide delivery of mask kits during a severe haze episode and worked with ST Engineering on the development of the world’s first N95 masks specifically designed for young children.

Frederick holds several sustainability advisory positions, including being a Member of the SEforALL Governance Board and World Economic Forum’s Global Future Council on Climate and Nature Governance. He is also a member on the Advisory Panel of the Centre for Liveable Cities which was established by Singapore’s Ministry of National Development and Ministry of Sustainability and Environment to create and share knowledge on sustainable cities.

Frederick holds a MSc in International Relations from the London School of Economics, and a BA and MA in Philosophy, Politics and Economics from Lincoln College, Oxford University.

From Commitment to Action: Accelerating Change through Transition Credits

Despite its potential to significantly reduce emissions in Asia, the early phase-out of coal-fired power plants (CFPPs) is challenging and actual examples of such transactions in the region are few. The large and young fleet of CFPPs in Asia means that additional financing mechanisms are needed to improve the economic viability and scale such transactions.

High-integrity transition credits, generated from the emissions reduced through retiring a CFPP early and its replacement with clean energy sources, is one such financing mechanism that can be explored. This solution showcase spotlights two transition credits pilots, namely (i) South Luzon Thermal Energy Corporation coal plant in Philippines, and (ii) a coal plant in Mindanao, Philippines. It will feature the progress as well as the practical experiences of piloting the use of transition credits.

He was ADB’s Country Director for Viet Nam from 2020 to April 2023. He headed ADB’s energy sector operations in India from 2013 to 2016 based in New Delhi, and prior to that, led energy sector infrastructure projects in the South Asia region.

Prior to joining ADB in 2007, Mr. Jeffries was a Senior Vice President in the New York office of Fortis Capital’s Global Energy & Utilities Group, providing project finance for various energy infrastructure, and tax equity investments for renewable energy project developers. He joined Fortis from GE Energy Financial Services, Inc. (formerly, the Global Energy Division within GE Capital's Structured Finance Group), a subsidiary of the General Electric Company, where he led the investment underwriting of equity investments and financings in the broader energy and power sectors in the U.S. and internationally. Prior to GE, Mr. Jeffries worked at Caithness Energy, a project developer of geothermal power in the U.S. and Asia, as well as gas-fired, wind and solar independent power projects.

In 2015, Steve co-founded We Mean Business, a leading climate change coalition of organisations that helped support the Paris Agreement. Prior to IKEA, Steve was Founder and CEO of The Climate Group, a global NGO that has built networks of cities, states, regions, and businesses committed to a net-zero carbon world. Before the Climate Group, Steve consulted on sustainability working as a partner at ERM Group in London and a Director at URS Corporation.

Steve has worked with various NGOs and UN bodies on a wide range of global sustainability topics. Earlier in his career, Steve worked in WWF, where he established the Global Forest and Trade Network, chaired the UK Forest Stewardship Council and helped launch and chair The Forest Trust. Steve is trained as an ecologist and has a PhD in Ecophysiology and Environmental Physics based on research on agroforestry systems in Kenya.

Rajat Misra is Acting Vice President, Investment Operations (Region 1) where he oversees all sovereign and nonsovereign operations in South Asia (except Afghanistan and Pakistan), the Pacific Islands, and South East Asia, including the entire investment cycle from identification, preparation to implementation. He also has joint oversight with the VP for Investment Operations (Region 2) over the Social Infrastructure, Operational Services, and Implementation Monitoring departments. He serves concurrently as the Director General of the Infrastructure Investment Department (Region 1).

Prior to joining AIIB in April 2017, Misra spent 18 years at the investment banking arm of the State Bank of India (SBI). He was also Director and Investment Committee member at the SBI Group—Department for International Development (DFID) Fund for Infrastructure. Misra started his career as an R&D engineer at BHEL, a leading power equipment manufacturing company. He holds a post-graduate degree in Business Management from the Xavier School of Management (XLRI), India, and a bachelor’s degree in Engineering from the Indian Institute of Technology (IIT), Varanasi, India. He also attended the Executive Program in Infrastructure at Kennedy School, Harvard University. Misra is from India.

Kyung-Ah has over two decades of experience in the finance industry, majority of which was dedicated to building and leading the global environmental markets initiatives at Goldman Sachs and advancing innovative finance solutions to address climate change. She was most recently the head of Environmental Markets and Innovation and a member of the Sustainable Finance Steering Group. She joined Goldman Sachs in Mergers & Acquisitions and worked in investment banking in New York and Hong Kong. Prior to Goldman Sachs, she was a management consultant at McKinsey in South Korea and South Africa.

Kyung-Ah has an MBA from Harvard Business School and a BA from Yonsei University in Korea. She serves on the boards of ClimateWorks Foundation and Resources for the Future and is an advisory member for NYU’s Center for Sustainable Business. She is also a board director of Clifford Capital Holdings.

Asia Climate Solutions Design Grant Showcase by Convergence

Developed by Convergence Blended Finance (Convergence), in partnership with the Monetary Authority of Singapore (MAS), and other private and public donors, the Asia Climate Solutions Design Grant (ACS Design Grant) provides funding for feasibility studies and proof of concept work on innovative blended finance solutions in target sectors that are significantly under-capitalised in Asia, such as early-stage climate adaptation and mitigation technology, clean energy access, sustainable transport, and nature-based solutions. This will help to build a pipeline of investible projects for investment.

This interactive session will introduce the ACS Design Grant, covering its key features such as what it aims to solve, how it works, and examples of key success stories. It will also feature the inaugural cohort of the ACS Design Grant, who will share about their projects (covering energy transition and nature based solutions projects) and experiences in developing and executing blended finance structures in Asia. Convergence will also conclude with a call for action, for the next round of ACS Grant application.

Nick Robins is Professor in Practice for Sustainable Finance at the London School of Economics and Executive Director of the Just Transition Finance Lab. The Lab is a new centre of experimentation and excellence focusing on practical financial solutions to accelerate action on climate and nature through social justice. Nick is a Commissioner on Scotland’s Just Transition Commission.

Before joining the LSE in 2018, Nick was Co-Director of the UN Environment’s Inquiry into a Sustainable Finance System, the Head of HSBC’s Climate Change Centre of Excellence and Head of Sustainable and Responsible Investment funds at Henderson Global Investors. Nick has also worked at the European Commission and the Business Council for Sustainable Development. In addition, Nick is co-founder of Carbon Tracker and Planet Tracker. He has published widely, including The Corporation that Changed the World: How the East India Company Shaped the Modern Multinational.

FiNZ Connect Series

To move the needle towards net zero, we must progressively decarbonise across all sectors of the economy. This means green finance alone is not enough. The world needs transition finance – to provide the funding support for businesses to adopt cleaner technologies and increase energy efficiency.

The Monetary Authority of Singapore has launched the Finance for Net Zero (FiNZ) Connect Series, to bring together key stakeholders, through regular workshops, roundtables and webinars, to deepen conversations on how financial sector can support the transition of real economies in Asia to net zero.

On 17th April, MAS will be organising three FiNZ Connect sessions in partnership with our knowledge partners. The sessions will explore topical issues on the managed phaseout of coal fired power plants, application of blended finance to scale nature based solutions, as well as the gaps and enablers in developing a strong and capable workforce in sustainable finance.
